Enabling the Preview
First you must navigate to the History API preview sign-up page on the Google Developers website, or just click here to be taken straight to that page. Be sure to read the entire page to make sure you would still like to sign up for this preview.
Once you are ready to sign up, enter your Google+ accounts email in the box and click the "Sign me up" button. Then you will be sent a confirmation form which will contain a link you must click to verify your request.

After this, visit Google+ and a new item should be added to the navigation ribbon titled "History" with "DEV" written next to it. If you can't see this icon it might be hiding in the "More" section or you may need to press Ctrl + F5 to refresh the page.

Click on this icon, and you will be presented with the History page. It may not contain any moments at first, but as you interact with Google Search, Google Play, YouTube and the +1 button, it will begin to populate itself. As this is only a preview, you will only be able to see other people's moments they have shared if they have also enabled this preview.
Conclusion
You should now have successfully enabled the History API preview. If you are a developer, this will also allow you to test your own apps using the History API. Otherwise, at the moment the preview is pretty limited - but you are getting a glimpse into the future of Google+.
