In an update that's probably a bit overdue, the Google+ team has recently added the ability to silence notification sounds from Google+ Hangouts on the desktop version.

Last month, the iOS version of the Google+ Hangouts app received update bringing the notification sound to iOS device users. Now, in the past few days, Google+ has added new option to Hangouts on the web which allows you to turn off notification sounds. You may be busy with work or trying to watch a movie without being disturbed by Google+ Hangouts, now you can turn off sounds from Hangouts! Then when you're ready to start being notified again, simply turn sounds back on.
To toggle Hangouts notification sounds, first click the arrow at the top of the Hangouts list whether that's on Google+, Gmail, or the Chrome app. Then, once the options come up, simply click the "Play sounds" option. To change it back, just complete the same actions again.
