Back in August, we reported that Google will be launching Helpouts, an extension of its Hangouts platform allowing experts to offer their assistance in a video chat sessions for free or a fee. So far, Google has been asking experts to sign up to the service, so the Helpouts team can approve their application before the service goes live.

The website listings are going live in a private fashion so pre-approved users can get things set up, but the rest of us will have to wait. According to a link in the top right of the email, there may also be a private Google+ community for those that have already set up Helpouts listings.
You can still request access to Helpouts right now, but it might be much easier to get started after the public launch.
