Used to that you'd have to refresh the page once a Hangout On Air actually started if the video was shared beforehand. This was especially an issue for Hangouts On Air that were shared into a Google+ Event.Because of these changes Google has made note that this means that it may take longer to set up a Hangout On Air including that the 'Start broadcasting' button may take a little longer to become available. This is all in order to provide time for these new features to function correctly.
