The recently awoke Twitter account replied to the question of why it had taken years to Tweet with - "We were there, watching, waiting for just the right time to pounce".

Up until now, it has managed to grab 11.9k followers despite not Tweeting anything.
The account hasn't been verified yet, but a source close to us has said that an official Google+ rep has reached out to his coworker regarding verifying the once dormant account.
It's too early to know what @GooglePlus will be used for exactly, but I speculate that it will Tweet product announcements or act as official user support for people struggling with features or their account.
